Stage I: Government Website

Prime Minister Phan Van Khai presses button to launch Government website

On January 10, 2006, in Hanoi, a grand ceremony was held to mark a landmark event in the festive atmosphere of the new lunar year: the inaugural of the Government website. From now on, the Government has added a crucial channel to the course of communication with members of the Vietnamese public in and out of the country and the world community. The website inform them of the Vietnamese Government's policy and instructions, performance of the Government, ministries and local authorities as well as what happens in Vietnam in the fastest and formal manner.

The event saw Prime Minister Phan Van Khai's attendance and kicking off the website.

The event was also joined by Party leaders, members of Government, representatives from Fatherland Front, ministries, local governments, civil society organisations, international organisations and diplomatic corps in Hanoi.

In his open speech, Minister and Chairman of Government Office Doan Manh Giao, who is head of the website's steering board,  said the first phase of building the website will involve establishing a database, building the website as means of communicating Government's policies and the different aspects of its performance and turning it into an online forum among members of Government and members of the public and entrepreneurs. In the second phase, information on ministrial and provincial activities will be linked to the website's port, a basis for the delivery of public services later on.

Addressing the ceremony, Prime Minister Phan Van Khai highlighted the website as an online information agency of Government based at Government Office. Together with other channels of communication, it is destined to provide updated formal information on the Party's lines and Government's policy, performance of Government and the Prime Minister, the state of socio-economic development and other areas on the Internet.The website will act as a focal point of communication from different levels of administration, working towards the ultimate goal of delivering public services through itself and building up the online relations between Government and members of the public and businesspeople, in contribution to the State Administration Reform Programme.

The Prime Minister wished the website as a representative of Government to help narrow the spacial gap of communications between Government and members of the public in and out of the country,  and businesspeople and investors, in search for the best way to make the country richer, more democratic and civilised. He said the website was to enrich the global knowledge pool on the Internet and get the international community to deepen their understanding of Vietnam, thus promoting their cooperation with the country.

Prime Minister Phan Van Khai praised the hard effort made by Government Office and ministries of Post and Telecommunications, Culture and Information, Home Affairs, Planning and Investment and Finance to make the website available at this significant moment. He asked ministries, local governments, poltical, social and professional organisations, and the business community to work with Government Office to see to it that the website works better day after day.

The Prime Minister requested the website's management and staff to press ahead with improving themselves in terms of political awareness, technical and professional skills for better quality output and running the website at the lowest possible risk of intrusion attacks.

* Earlier, at No 16 Lê Hồng Phong street, Hanoi, the Prime Minister and the distinguished guests had inaugurated the Government Website headquarters, visiting technical infrastructure and staff./.
